Where the total number of labourers to be recruited does not exceed 1,000, a deposit of 10,000.
(a) Where the total number of labourers to be recruited
does not exceed 2,000, a deposit of $20,000.
(e) Where the total number of labourers to be recruited
exceeds 20,000, the amount of the deposit shall be fixed by the Overseas Affairs Committee.
Not exceeding 40 per cent of the total amount of the deposit may be made in Government Bonds or Treasury Certificates. After the labourers shall have reached the place of work, the recruiting agent shall return the licence for cancellation, and the deposit shall be refunded to him.
The recruiting agent shall advertise beforehand the date of departure of the labourers and shall report the same to the local Overseas Affairs Bureau or the local government who shall transmit such report to the Overseas Affairs Commit- tee. If after recruitment, changes are made whereby the labourers do not proceed abroad, then the recruiting agent shall compensate the labourers for losses suffered and pay their expenses home. Should the recruiting agent fail to pay such compensation, then the Overseas Affairs Committee may draw the amount required from the deposit and pay it to the labourers.
A recruiting agent shall not extort money from labourers.
Should a recruiting agent fail to observe these Rules or practice any fraud against the labourers he is recruiting, then his licence shall be cancelled and he shall be responsible for the payment of all losses suffered by the labourers. The Overseas Affairs Committee shall pay the compensation from the deposit according to the merits of the case. The recruiting Agent shall then be handed over to the local authorities to be dealt with according to law.
Should any person recruit labourers secretly without a permit, then he shall be handed over to the local authorities to be dealt with according to law.
Any recruiting agent whose licence shall have been cancelled or who shall have suffered punishment by the local authorities in accordance with the provisions of these Rules shall not be eligible to receive a new licence as recruiting agent before the expiry of one year in the former case and of three years in the latter case.
These Rules shall come into force when they have been approved by the Executive Yuan.

These Principles are drawn up in accordance with the provision of Article 6 of the Ordinance governing the Emigration of Labourers.
